In 1985, cu ocazia unei festivitati consacrate celor 60 de ani de invatamant de relatii publice la Universitatea din New York, Edward L. Bernays, unul dintre inte meietorii relatiilor publice, a rostit un discurs transformat ulterior in Introducerea unei lucrari clasice, Relatii publice - strategii si tactici de D.
L. Wilcox, Ph. H. Ault si W. K. Agee. in acest text, el marturisea: In 1923 am scris Crystalizing Public Opinion, prima carte consacrata relatiilor publice.
Ea definea principiile si tehnicile acestei discipline si fixa comandamentele etice dupa care urma sa fie guvernata. Astazi, in bibliografia de relatii publice exista mai mult de 16. 000 de titluri. Fiecare nou volum care discuta vechile si noile probleme ale acestei discipline este bine venit. Apoi, dupa cateva consideratii asupra locului relatiilor publice in lumea moderna, autorul primei lucrari de specialitate spunea: In practica mea de 77 de ani, cartile au reprezentat cea mai importanta resursa. Multi oameni, in relatiile publice, ca si in alte domenii, cred despre ei insisi, cand abordeaza anumite probleme, ca sunt Columb sau Magellan, ca si cum ar fi primii care trateaza subiectele respective.
Columb si Magellan au citit carti ca aceasta si apoi le-au utilizat drept cea mai importanta resursa in practica lor.
Dupa 1990, in Romania, numerosi oameni au inceput sa navigheze pe marile nu o data agitate ale relatiilor publice.
Domeniul s-a dezvoltat rapid (mai mult sub presiuni externe, si nu ca o crestere lenta si progresiva a unor tendinte organiza-tionale interne), obligandu-i pe cei care i s-au consacrat sa se adapteze din mers, sa improvizeze, sa invete din propriile lor experiente. Structurile de formare univer sitara si postuniversitara au aparut tarziu, cadrele didactice cu specializare de substanta si responsabilitate academica nu sunt numeroase, bibliotecile au inca putine carti de specialitate, iar bibliografia romaneasca abia cunoaste cateva titluri. In ultimii ani, eforturile coerente ale Editurii Polirom in cadrul colectiei Relatii publice si publicitate au permis traducerea unor texte fundamentale din bibliografia internationala si editarea unor manuale ale autorilor romani; la alte edituri au aparut unele titluri, dar, din nefericire, traducerile au fost facute adesea la intam plare si in mod superficial, iar textele autorilor romani nu au respectat intotdeauna criteriile stiintifice si standardele morale academice.
Faptul ca echilibrul si buna functionare a societatilor moderne depind de calitatea comunicarii nu mai este de mult o noutate.
Acest adevar implica insa asumarea tuturor responsabilitatilor legate de procesele complexe de comunicare atat de catre conducatorii diferitelor institutii, cat si de cei care au misiunea sa medieze intre aceste organizatii si marele public: jurnalistii, in lumea de astazi, fluxurile comunicationale circula cu mare viteza, pe spatii uriase, aducand mereu informatii mai recente, mai exacte, mai complexe despre evenimente ...
